I am using Win2K and SPSS 11.5. 
1. I opened a DOS window using Start>Run menu 
2. I typed cmd in the "Open:" text window and clicked OK
3. I typed "cd temp" in the DOS window and hit enter
4. I typed "test.bat" and pressed enter.

SPSS was started, the syntax was loaded and run.
The output window contained the required FREQ table.
